We understand the Government’s wish to crackdown on abuse of the student visa system.
Conclusion
We understand the Government’s wish to crackdown on abuse of the student visa system. The Government has decided to pursue this objective through reforming the BCA requirements. We have heard concerns from higher education providers and stakeholders about the implementation of the tougher BCA requirements, particularly how they would be measured and publicised. We heard that the international student market is changing with demand from China expected to decline. This makes it vital that HE institutions can diversify the countries which they recruit from. However, the BCA reforms appear to be deterring HE institutions from diversifying where they recruit from, despite this being an objective supported by the Government’s International Education Strategy. (Conclusion, Paragraph 244)
Government Response Summary
The government states that BCA changes are being phased in with transitional measures and discretion, and that UKVI is already enhancing data sharing mechanisms with institutions.

PLANS ALREADY IN PLACE The BCA changes are being introduced on a phased basis, with tightened metrics for course enrolment and refusal rates taking effect from 1 June 2026, and course completion rates taking effect from 1 June 2027. Sponsors’ RAG ratings will not be published until all sponsors receive their first RAG rating. Transitional measures are in place. UKVI will consider exercising operational discretion on a casebycase basis when determining a sponsor’s RAG rating, where the sponsor would otherwise be rated red or amber due to performance against a metric that has been tightened in the first cycle. Discretionary Assessments are available for institutions with 100 students or less. The Home Office has enhanced its data sharing mechanisms with sponsoring institutions and will continue to work closely with education sector bodies on further opportunities.
