PLANS ALREADY IN PLACE The BCA changes are being introduced on a phased basis, with tightened metrics for course enrolment and refusal rates taking effect from 1 June 2026, and course completion rates taking effect from 1 June 2027. Sponsors’ RAG ratings will not be published until all sponsors receive their first RAG rating. Transitional measures are in place. UKVI will consider exercising operational discretion on a casebycase basis when determining a sponsor’s RAG rating, where the sponsor would otherwise be rated red or amber due to performance against a metric that has been tightened in the first cycle. Discretionary Assessments are available for institutions with 100 students or less. The Home Office has enhanced its data sharing mechanisms with sponsoring institutions and will continue to work closely with education sector bodies on further opportunities.
