The Government should establish monitoring and evaluation of the impact of the levy, which could be undertaken by the Office for Students, in terms of the impact on the financial sustainability of HE institutions. It should also evaluate the impact on international and domestic students and the wider local economy and community. This should be published each year. (Recommendation, Paragraph 281)
