Conclusion
For over a decade, Ukrainians have been resisting Russian information warfare and developing an arsenal of lessons learnt and best practices. It is therefore essential that Article 7 of the UK-Ukraine One Hundred Year Partnership Agreement is seen as a two-way street, so that the UK can both support Ukraine and learn essential lessons. We are additionally concerned that there have been limited details to date on the roadmap 84 for how and when activities will be undertaken or whether this Agreement will be amended in the event of a peace agreement with Russia. 33. The US remains the UK’s closest security and defence partner. For this reason, we will continue to coordinate closely with them on shared national security threats. 34. The UK and US share a deep commitment to upholding freedom of speech and defending open democratic debate. The UK views information manipulation as a form of deception rather than legitimate discourse. We are focused on stopping hostile actors from misleading the public, not on regulating political views or lawful disagreement. 35.
