These gaps are compounded by the efforts which have previously been made to improve the availability of Royal Navy vessels. Nick Childs described these as “in part, robbing Peter to pay Paul within the fleet in terms of stores, key equipment to cannibalise and sometimes personnel. It will be a difficult problem to fix”.99 We raised many of the above issues in our 2021 Report which looked at the role and capabilities of the Royal Navy.100
